*Who are the Citizen Review Panels?
• Federally mandated groups of parents and professionals who have personal and/or professional experience with Connecticut Child Protective Services through the CT Department of Children and Families (DCF).
• The panels are charged with determining whether the Department of Children and Families (DCF) is effectively discharging its child protection responsibilities.
• These panels are federally mandated under the 1996 amendments to the Child Abuse Protection and Treatment Act (CAPTA).
• Once the review is completed, the Panels prepare a report to the Department of Children and Families (DCF) on an annual basis.
• DCF is required to respond to each of the recommendations made by the Panels.
 
 
 2.   *REMINDER*
 
The Connecticut Juvenile Justice Alliance would like to encourage everyone to sign up to attend this interesting and exciting conference on the health and human rights of youth involved in the justice system. 
 
This event, organized by Physicians for Human Rights, will take place at the Yale Law School on April 8, 2006. Health professionals, child advocates, and students of medicine, nursing, social work, public policy, law, and criminal justice are welcome and encouraged to attend.
 
The event will present a discussion of the history, complexities, and challenges of the juvenile justice system. Adolescent brain development, disproportionate minority contact, over-incarceration of youth, youth mental health needs, community-based services, restorative justice, and the treatment of youth as adults in the criminal justice system are among the issues this conference will address.
 
Participants will meet experts, advocates, and activists working towards positive health and justice outcomes for youth. It will also be a chance to learn what you can do to ensure the rights of youth in the justice system are upheld and develop an understanding of health and human rights.
